I took a look at their web site.  Looks like they're talking about the 
old "ship-to-shore" network.  Even back then it was used for other 
services though (missionaries in remote areas, etc.).  Still in use I 
would guess for those that can't afford satellite service.  As far as 
suitability for ham usage, one of the boxes sounded like a normal phone 
patch, just using DSP to clean up the audio.  I would guess that you 
could use it with a ham HF rig if that was your question.  However it's 
probably quite expensive since it's made for commercial service and 
therefor has to be FCC type accepted.
