[Elecraft] K1 troubleshoot

I'm building a K1.

I don't yet have the two trimmer caps for the RF board, they were missing 
and are being sent from Elecraft, so that may be part of the problem, but 
in any case I see the following discrepancies between the manual and my K1.

RF board assembly -- resistance checks:

Test point P1 pin 16 - should be > 1k, I get infinite resistance
(yes infinite is more than 1k but I was expecting under 10k or so,
based on other readings)

U3 pin 5: infinite
U4 pin 6: infinite
U4 pin 7: infinite

DC voltage checks:

P1 pin 15 should be 5.8 to 6.2, and I get 0
(P1 pin 16 should be supply minus 0.3, I get about that.)
U3 pin 5: should be 3.8 to 4.2, I get about 0
U3 pin 6, should be 7.6 to 8.7, I get about 0

I've been slow and careful during assembly.
Something doesn't seem quite right.
Should I at least see an input and output voltage on the 8 volt regulator 
U3?  There I get 0 on all three pins.
Yes, S1 is engaged.

Could this all be due to the fact that I haven't installed the two trimmer 
caps? (sounds doubtful)
