After reading the "official FCC" release, it appears that NTIA is indeed the "fly
in the ointment" as regards whey we got what we got. I have a friend, who will
forever go un-named, who is a long time FCC engineer. He has revealed some of the
really bone-headed things that "Washington" has done in the past and no doubt is
still up to. As a member of the "600 meter Research Group", we were treated to some
similar surprises! Things the FCC people were willing to go along with but got
torpedoed by other "alphabet soup" agencies. Having dealt with these agencies years
ago, there is a stupid rivalry that exists between them that clouds good sense some
time. Therefore, my instant tirade resulted on hearing this new about the USB only
rules, etc. ARRL did not elaborate in their release, which they should have!
Someone is either pissed there or lazy?
Another "party" mentioned, was the Coast Guard. The military has been and
probably continues to covet frequencies they don't use and probably never will use.
Too many "Navy types" nowadays don't have a working knowledge of HF and probably
never will,
no matter what the mode used. Many pieces of gear that use HF are computerized and
"try" and then "select" channels automatically, the operator in some cases totally
ignorant of what frequency or band he is using! (And we thought the "amateurs" were
'appliance operators"!)
If I offended anyone, please forgive me! Being in the communications business
for many, many years (Maritime and aeronautical) I have seen some rather stupid
procedures and decisions made, and it always complicates the realm of the
technician/engineer in the field that must make this stuff work!
I guess we will have to live with what we got and hope maybe they will modify the
rules ultimately. I am appalled at the arrogance of Homeplug Power Alliance in
requesting their Part 15 devices be "protected"!!!! I have seen a plethora of RFI
generating "Part 15" devices that should have been stuffed someplace where the sun
doesn't shine! OR those
that go "bonkers" when exposed to the smallest signal emitted anywhere else in the
spectrum! THANK GOD FCC had enough sense to blow their proposal away.

| At least this 5 MHz allocation is better than nothing, and the restrictions appear
to be completely driven by the NTIA, not the FCC.
