According to the announcement said:"...a maximum effective radiated =
power
limit of 50 W relative to a 0 dB gain antenna--a half-wave dipole." So
they're talking dBd, not dBi like most ERP limits are defined. So that's
more like 80 watts dBi.=20

By using ERP that leaves the door open for higher transmitter powers =
into
less efficient antennas. An "underground" antenna, for example, has been
shown to be very QRN free as well as not needing tall supports. But it =
has a
gain penalty - about 16 dB below that of a horizontal half way up in the
clear. But since the power output is in ERP, one could legally run 16 dB
above 50 watts into it or more than a kilowatt of RF out of the finals.=20

Obviously, there will be many choices in between - shortened dipoles and
verticals, etc.  - even relatively lossy transmitting loops - and they =
can
all have "parity" since the transmitter output can be chosen to offset =
the
antenna losses.=20

If that power measurement system migrates into the other Ham bands, it =
could
re-ignite the whole ERP vs power output controversy over how best to =
define
QRP again!=20
