I am not a WARC band policeman!  As a matter of fact, I don't even have a
WARC band antenna, so I don't operate on those bands.

I read about contesting on the WARC bands being "verboten", if you will,
on one of the IARU Web pages.  If they said "discouraged", it was rather
strong.
