It's in a gray area, I think.  After all, the period is a whole year and 
  WARC contacts do count for DXCC -- is DXCC a contest?  So I don't 
think it's exactly a 'contest' in the sense that people normally use the 
word.  On the other hand, we really need to keep the camel's nose out 
from under this tent.

Luckily, I don't have to decide anything about this!
