[Elecraft] PLL temp comp mod

Well, s/n 744 received the PLL temp comp mod today -- went without a hitch 
in under an hour.  The GC solder popper removed RP3 in 10 pops (a couple of 
pads are connected and took a second heating) so that it just lifted out, 
able to be used again somewhere.  L31 went in two pops, as did X1.  So far 
things appear quite stable, but I haven't really given it a test over large 
temperature variations.
