[Elecraft] VCO test failure on #3349

Larry, building SN 3345 every problem I've had has been my doing!! And it 
wasn't until Gary at Elecraft convinced me to stop building and go over my 
K2 one connection at a time that I discovered ALL mistakes...left out a part 
on the RF board and wrong cap in the IF AMP...amazing how well my K2 
receiver working now!! Took a couple of days going over each component until 
I found my errors....
