[Elecraft] TAC Contest Rule Change

Hello,

 Well June is right around the corner, so that means it is soon time
for the TAC Contest (Telephone Area Code.)

 Te made one small change and hopefully it will make the contest more
interesting.

We eliminated the Newbie category and add the Classic QRP Rig
category. This is for all those rigs out there that were made before
1985. There is special scoring for the Classic rigs to help offset the
old circuitry of the receiver. Check out www.n3epa.org/ for complete
details. I am working on a list of rigs that would be considered a
Classic QRP Rig.
