Take the image frequency corresponding to a dial setting of 
14361 -> 14361 + 2*4915 = 24191

Compare that to the 2. harmonic of the PLL reference oscillator 
12090 +/- some kHz -> 24180 

Images tune at the same rate, but backwards compared to normal signals,
so this should be close enough, I believe, to be an explanation of the
14.361 MHz birdie.
