The whole question of needing anti static tools depends on your location in
the country, and hence your usual climate, or the amount of humidity in your
shop.   Here where we see 60 per cent or higher humidity except in Jan., we
do not see static buildup except on those coldest days of the year.

Down in New Orleans, I doubt they even sell anti static mats! Hi!

If you have dry and cold climate, you need anti static measures of greater
measure than if you are warm and wet climate.  Grounding yourself before
touching the static sensitive ICs and the board is always a good common
sense approach.  And do not have a nylon carpet in the shack, unless you
have a conductive rubber mat right at the workbench, etc.
