[Elecraft] KSB2 Voltages Low.... Is this a Problem?

Hi:
I had a problem with low CW sensitivity when I first plugged in my KSB2
adapter.
So I went to the troubleshooting guide (what else ? 8-).
I had some funky voltages on D6, & D8. Found cold solder joint on anode of
D6 (OK my eyes ain't what they used to be! 8-). Also, checked for splashes,
etc. (found nothing else amiss).
Remeasured Voltages (see below) and board works ok on CW but my voltages are
low. The differentials look ok (i.e. mode to mode) but the max voltage is
5.7 vs 6.0.
I looked at the schematic and notice that the 6 volts comes off the
regulator U6 and is directed around by the processor outputs. Not much else
appears to be happening there that could affect the 6 volts.
My Questions:
1.) Is something dragging the 6volt line down?
Or
2.) Is this within normal tolerances (is the 78L06 +/- 5% if it is then I am
Just in tolerance)?
The readings(after cold joint fixed):

D10 5.0 5.7
D11 5.7 0
D12 5.7 0
D13 5.1 5.7
D6 3.8 5.7
D7 4.4 1.3
D8 4.4 1.3
D9 3.8 5.7
I want to make sure that I haven't got a problem before I proceed to all the
alignment "chores" 8-)
