Radio Shack has a small 2 AA cell box with a very small PC board with a very
bright blinking LED. All you would need to do is time it on and off. It
blinks once per second (+/-) at 3 volts. Guess it would be faster at 4.5 or
6 volts.
My only other thought involves TTL flip-flops for a clock and a bcd-decimal
counter with the correct feedback to cause one of the outputs to be active
(or sink) at the sequence you want, but now you are talking at least two
IC's, and a couple capacitors and resistors, etc. I made some electronic
dice this way and a dead 9 volt battery powered it for months.

Another challenge question here,
How can I make a LED blink a morse code "S"with about a 2 second delay in
between the next "S"? I need to keep this as simple as possible to fit
within the project I am constructing.
