[Elecraft] How to make an LED blink "S"

Sounds like the perfect job for a dual 555 timer -- one fast "dit
oscillator" for the 's', and one slow and way duty cycle skewed for a
"sending on/off" switch. It'll take tweeking (I'd recommend using some
pots) to get the sending part of the sending/silent window just wide
enough for three dits to come through at a time, but once you find some
good ratios, you should be able to use fixed resistors. Make sure the led
is on for the first half of the dit square wave.
Alternately, if you can find a "blinking led" that blinks fast
enough, you could use any variety of small timers to manage it.
