[Elecraft] Century Club Rules Relaxed

Just a reminder that the Elecraft Century Club rules have been relaxed a
little and the station operator's name is no longer required to satisfy
the CC award requirements. For CC award, you only need to work 100
different elecraft rig serial numbers.

EQP is a good opportunity to achieve Elecraft CC as well as the Elecraft
WAS awards.
