For the most part, yes.  A logging program won't be a problem as the 
control lines are not the same as the rs232 data lines.  As far as the 
stepIR, I don't know the setup for that.  Normally if it is RX only, you 
can fan that out to multiple devices.  It depends on the current draw of 
the connected rs232 port.  You cannot have 2 devices transmitting at the 
same time.  IOW, your computer can talk to 2 devices at the same time, 
but only one will have the capibility to talk back.  This may or may not 
be a problem in your case.  You could use a "fallback" switch, which 
could give the second device priority over the first when it needs to 
talk, but prebuilt ones are expensive.
