I just realized that there is yet another freq. conflict with
region 1 (Europe, Russia & Africa):

> 1. CW 1805-1815, 3530-3540, 7030-7040, 14050-14060, 21050-21060,
28050-28060
> B. SSB 1905-1915, 3850-3900, 7250-7300 (EU 7050-7100), 14250-14300,
21300-21350,28300-28350

In region 1 the 80m Band is from 3500 to 3800. While this well
known by contesters, it would have been nice to also suggest EU
frequencies like you did for the 40m band. The problem with
this, is that a few countries do not allow use of the entire 
80m band, eg. TA allows 3500-3610 & 3755-3800. 

The QRP SSB frequency in region I is 3690, maybe you could still 
add this +/- 10 kHz to the rules.
