[Elecraft] K1 TX Alignment troubles followup

Hello all,

Following Dave's advice I was able to use another radio to peak the 
transmitter frequencies on all the bands.  Initially when I first did this 
I did see the P0.1 finally go away and the adjustments worked just like 30m 
& 40m.  Happy with this I set the K1 aside for a few hours and hooked it up 
to a power meter a couple hours later.  20m, 30m & 40m operated normally 
but I was back to P0.1 on 15m bands and no output.   When tuning on 15m I 
can hear tone on my other radio on the frequency I have it tuned to, 
however I never get away from P0.1.

Sometimes I am seeing that the Power output setting in the menu keeps 
getting adjusted down to 0.1.  I think this happens when I try and adjust 15m.

Any ideas?
