[Elecraft] Bias resistor for KSB2 mic adaptor on front panel

Hi gary:

Some HEIL mics (e.g. the Icom mics), do require the bias resistor. However, 
if the mic used the Heil HC-4 or HC-5 element, no bias resistor is required.
