It isn't a dead short but the primary winding which magnetically couples with the bigger loop. Since the small loop is also covered by a discontinuous shield it is electrically shielded but not magnetically shielded. This helps with electrical noise.
I have built test loops and have driven both with a faraday loop and a gamma match. Both work fine. The diameter of the small loop is supposed to be 1/5 the diameter of the larger one. One author says just slightly smaller is better. One author says flattening the loop along the bottom of the larger loop is better. I would suggest you experiment with placement and shape to get the best results. You can get a very good match.
