[Elecraft] Missing encoder hardware

I wondered if that was the new way.  it's in the misc bag somewhere, a
toothed lock washer and a nut IIRC.  there's nothing else on the base K2
with a nut that large except the antenna jack, which probably has its
hardware packaged with it.
