There must be more than one Mil-Spec...I was also qualified for NASA-Mil
soldering since the early 1960's, and I also had to sign out the solvents
I used...The Mil-Spec I read and followed specified isopropyl alcohol,
not ethyl alcohol...I am no chemist, but as far as I know, ethyl alcohol
(ethanol, or grain alcohol) is an intoxicant and can be
ingested...Isopropyl is poisonous if ingested and can cause serious
gastric problems...We should know what we are dealing with if we are
going to use chemical cleaners...

It is not necessary to hold the board over a catch-basin and flood it
with solvent...Just scrub the joint then dab or wipe it dry with an old
T-shirt...It will come out cleaner than drip drying and leave no sticky
residue... BTW, the relays appear to be hermetically sealed...I doubt
that solvents that will not dissolve the case could get inside the
relay...
