I saw a tool at Radio Shack (I think it is called a nipper) that looks
like it is made of sheet metal rather than the typical diagonal cutter
shape, but it flush-cuts quite nicely and hasn't shown noticible wear
after use in constructing several kits.  It should be fairly easy to
sharpen, if necessary.
