[Elecraft] K1 on 10 meters

I have been trying to get the K1 on 10 meters using a fundamental mode 36
MHz crystal but am running into problems with low output power.  Just to see
what kind of power I could get with the RF band-pass filter out of the
circuit I bypassed it and was able to see about 2.25 watts.  This was only
after I lowered the value of R11 at the buffer to 37 ohms by parralelling a
68 ohm resistor with the original 82 ohm one.  When I put the band-pass
filter back into the circuit the output fell to about 250 MW.  I am using
the following components for the band-pass filter with 10 meters installed
as band 2 on a 2 band board:

C16 & C20:  270 pf
C17 & C19:  33 pf
C18:  1.5 pf
L7 & L8:  1 microH (as supplied with the 2 band boards)

Any thoughts on what to try next would be greatly appreciated.
