[Elecraft] K2 and the KPA100 Power Fluctuation - Another Follow up

I didn't believe mine was oscillating, but now I wonder....when I key down 
to tune the antenna tuner always and I mean always the output of the K2 
drops within a second or two to 17-18 watts then slowly climbs back to the 
20 watts in tune. So, my question to ya'll is this normal operation for the 
K2 or do I have an "issue" with the transmitter output? I always believed 
this had to do with the ALC action?
