Your problem definitely sounds like a wiring problem to me.  Depending upon
what you have available to play with I would test in two ways:

1.  Use an ohm meter to ensure that the paddles are wired in accordance with
the diagram in the manual.

2.  Wire a connector with three separate wires that have proper labels as to
there they connect.  Then use the wires to key the rig and see thereby prove
that the problem is internal.

There is one additional possibility if you are not the original builder of
the rig.  The manual clearly shows how a pair of diodes can be used to allow
a straight key to function correctly when set to paddle mode.  It the
builder put these inside the rig, rather than in the jack of the key, then
this kind of action might result.
