[Elecraft] KG4DNI: K1 status problem on 20m: KFL1-4

Hello,

I have had problems getting power out on 20m.  I did some troubleshooting
on TX of the K1, on the KFL1-4. On the bands that worked, except for 20m,
there was an exact voltage reading with the RF probe before [lead 2 of
T4] and after C17 [pin 8 of P2 (fixed cap, .047pF)].  On 20m there was
the same exact voltage for all the bands before C17, but read a very low
drop afterwards.  

For all bands, with RF probe, a reading of 0.2VDC; at P2-1 on the KFL1-4;
is an equivalent of 7.1W output. On 20m I have 0.2VDC at P2-1 on the
KFL1-4, but I read 0.035VDC at P2-8. Unlike all the other 3 bands the
voltage stays constant (increase/decrease by 0.1VDC).

My question is: Should I replace C17 with another value or the same
value?  Incase your wondering, the voltage on the input and output of C16
stays the same.  My thinking is that the fixed capacitor is just there to
clean out the presence of DC and pass AC/RF.
