If you single-wire feed the Windom, you should use an unun rather than a
balun because you want to transfer an UNbalanced load to the UNbalanced
(50-ohm) output of your transmitter. But you should forget about using
an unun and rather you should use a tuner.
The 14% off-center feedpoint is a compromise to try to have the feedpoint
at a relatively low-voltage point of the antenna on every band (that was
what Mr. Windom had in mind when he invented the antenna) however in any
case (single-wire or open-wire feed) the match will not be perfect so,
just like any other similar "all-band" antenna, a tuner between the
transmitter and the feedline should be used so that the transmitter sees
a 1:1 SWR at the operating frequency.
I would go with open wire feed rather than single-wire feed.
