Martin,

I certainly agree that if you can return the supply for a good one, you
should.

If not then there is no reason not to charge a battery with it.  If the
peaks do not bo beyoind 15 volts and the troughs stay above 13.5 there would
be no problem charging a battery with it, the battery will not care.  Just
monitor the DC voltage and disconnect within 16 hours of reaching 14.7
volts.  Don't let it go above that very much and you should be okay.
