Stop the presses. I figured it out. I got confused between board versions. 
Actually, the newest board makes it possible to simply change a jumper rather 
than resoldering the resistor. As it turned out, I did not have to realign 
the board. Once I changed the jumper to ATU, it worked perfectly n the newer 
radio.

As it turned out, the R37 disconnection had never been made in the original 
radio. The ATU worked fine anyway. So now, I didn't have to put it back to 
use the radio without the ATU.

Sorry for the trouble to anyone who answered my request for help after I 
figured it out.
