The Elecraft QSO Party wouldn't be the only one that has their rules in 
PDF format. PDF files are usually used when additional information 
regarding the content is made available (ie. summary sheets).

Even if your code speed isn't up to 20wpm or more you should not feel you 
can't participate in the EQP. The attitude of the K1/K2 owners should be 
an indication that they will slow down to the speed of the other operator 
during a QSO. I don;'t often participate in the larger CW contests where 
serial numbers are sent as I don't feel I can always copy the serial 
numbers properly at the high speed at which they are often sent.
