[Elecraft] eqp rules update.

Since Pat now has the EQP rules up in HTML format on his site they should be 
easily readable by everyone. (I'll be placing a link from the main Elecraft 
site to his EQP page shortly.) It is clear that his intention was just to keep 
incorrect versions or the draft rules from propagating, rather than some 
nefarious copyright issue, so lets end the discussion of any controversy -now- 
and get back to our regularly scheduled mayhem ;^)

Thanks again to Pat for taking the time to get EQP organized and the rules 
documented for us. It should be fun!
