[Elecraft] Help needed with SSB problem

I am primarily a CW operator with no real SSB experience.  When I originally
built my SSB module it seemed to pass the tests in the manual and I did make
a single QSO but I do not remember which band or if it was LSB or USB.  (LSB
blinks a few LED segments and USB none)

This past June I attempted to use SSB on field day and discovered that I did
not seem to transmit at all on USB.  Only LSB seemed to function.  Since I
was using an old CB mike I decided that the problem was associated with my
lack of understanding about how to match up the microphone.  I now have an
MH2 but things still seem broken.

I have re-adjusted R1 for minimum using an o-scope.

I put the scope on the Aux-RF connector with the power set for 2 watts and a
dummy load connected to the rig.  The scope consistently shows that LSB
transmits nearly twice as much energy as USB.  This was done using my voice
into the MH2 but I did repeated tests and expect that my voice volume is not
changing enough to show up such a consistent difference.

I'll work up a better test setup later this week but expect that the
symptomatic results will not change.

Does anybody have a clue where I should start looking for such a problem?
Is this transmit side problem just an issue caused by poor Cal-Fil setup?
