Problem understood,

I was trying to access the doc from a very large corp. computing
environment that relies on web proxy servers, a firewall, who knows
what else, and of course the PC. Each element in the chain does some
level of security processing. Note that the link given is an FTP link,
not an HTTP link. I've always had mixed results accessing FTP links
from within very large/complex computing environments with layered
security.

That said, I had no trouble accessing the document from home. Finally,
seeing the simplicity of the document I'm compelled to ask: Why not
just serve it up in HTML format from a web server via HTTP protocol?
