[Elecraft] KPA100 power output problem

Dear Elecrafters;

I have installed the KPA100 and am having trouble
with power output.  When I turn the "power" control dial
on the K2 I get readings from .1 watt to 10 watts but
my meter says the KPA100 is outputting 5 watts throughout
this range.  At 11watts the KPA100 kicks in and immediately
the power output jumps to just above 100 watts although
the LCD functions normally, displaying power increments from
11 watts up to over 100.  I have tried adjusting R26 and R27
to no effect.  On "tune" the K2 says .1 watt and an SWR of 1.0-1
regardless of what I do.  Any suggestions?  I found I had
omitted C41 but just put it in and no change.  I have a Revision
A control board and have not done the RS232 mod and trace
cutting, but I assume this is not relevant to this problem anyway.
