[Elecraft] K2 - Setting AGC Threshold Voltage

Hi last night I was going over my RF board Tests before moving on to the
next step(s).

I was unable to get the proper 3.9 volt reading called for in step 5 on page
46 of the manual. 

The maximum  voltage I could get was 3.84 using my external DMM (a Radio
Shack DMM .. I sure wish I had my Fluke down here 8-( 

My Question:

Is this a cause for concern? (I don't think so, but again I want to solve
problems before I build in more problems for later troubleshooting)

What should the maximum voltage be at that point?

Everything else was correct or "D.O.B.A" (to quote Ms Marisa Tomei 8-)
