[Elecraft] 10 Meter Output low

I have bought a used K2   Serial Nr.  1342.

Firmware  2.01E  1.02

K2 has options.   SSB Adapt.,  Audio Filters, NB, IO RS-232 Interface
160M Option,  Internal Battery, Auto-tune.

T-4 was wound with only 2 Turns for the 3-4 winding. ( Improve efficiency
at low power )

Everything works find except there is only about 7.5 watts output
on 10 Meters with power set to 10Watts.

I get 12.5 watts output ( measured with scope and power setting for 10W )
on all other bands.

What could be wrong or is this normal?

Can anyone help or advise?
