[Elecraft] Elecraft qso party update

Folks,

Hopefully the weather has not been to hard on your antennas.  I had to
re-shoot a line up in a tree for mine after the squirrels decides that rope
is good to eat.  I guess it is better that it happened now then 9 days from
now.  

I've updated the rules to what should be the final revision and the logging
software is ready and awaiting a run at the compiler.  

The rules are up at http://www.linuxcolumbus.com/eqp.html and a text only
version at http://www.linuxcolumbus.com/eqp.txt . 

Feel free to copy them to your hearts content now that they are out of
draft.  If you see anything quirky or problematic let me know.  

Finally, please remember to send me pictures and stories of your 
operations so I can include them in the results.
