You still cannot have one (E) without the other (H), that is fundamental to
Maxwell's Equations, and the Poynting vector follows from Maxwell's
Equations.

The CFA antenna, (a type of EH design) has never been able to demonstrate
adequate field strength, unless another structure is in the field, (and
likely doing the majority of the radiating.)  See the interesting write ups

Belrose.

Small structures under good sunspot conditions can produce contacts, see the
interesting write up of using phased light bulbs for antennas on
Force12Antennas.com web site.  Some dummy loads radiate!
