[Elecraft] k2 promblem on test 1

Hi everyone, still after many months having promblems HELP....
On power up everything ok till the encoder test. the frq moves 1hz up =
and down which ever way I tune. The rit is fine.I have 5v on pin 1 of =
the encoder but only .08 on pin 4 and on pin 14 of u3 . the voltage on =
u3 is ok. I have done the mcu trouble shooting and can hear the osc =
(with a screwdriver on the cap) and have 5v on pin 32. I have checked =
081 aux bus and all is ok,Iget a voltage drop on the mcu and pin 28 of =
u1. I had thought I might of fryed the mcu as some of the voltages dont =
match with the data. Where do I start looking? Any answers would be =
welcome. Living out here in the backs of N.Z noone in the local club is =
able to help
