I've seen on the RSGB web site that  ( ITU 2003? ) is likely to recommend
the  abandoning of code tests completely on HF, as well as focusing on
sorting out the 40M mess. Something needs to be done as the average age of
operators on HF is getting close to retirement age :-)

I also think, but it is unlikely that, some attention should be made to
enforcing band plans. The other day I heard both SSB and Packet on 7:030. I
personally welcome the replacement of code tests by the tatooing the
band-plans on certain operator's foreheads. ;-)
