Do you have a copy of "Solid State Design for the Radio Amateur"? That's
the old classic by W7ZOI and W1FB. In they describe a "signal generator"
that W7ZOI built for evaluating receivers. It's a simple crystal
oscillator with a low level 50 ohm output that is very well shielded. It
was intended to measuring the signal floor, so leakage was a major
concern. You probably don't need THAT much shielding but knowing that
all the r-f you are evaluating is being radiated from the antenna and
not the source helps. 

It's in milliwatt range.  Uses one transistor.

I am need of a small, battery powered 20 meter transmitter for use as a 
test device which I can attach to the feed point of an antenna, hoist it

up, read the field strength, then retrieve it.  It needs to have a power

level of .5 to 1 watts, xtal control and battery powered with a few AA 
cells or a preferably a 9v battery.
