I think it would work.  The NTE-988 has a lower max output current =
rating than the ZR78L06C.  The 988 also has a 2 mA quiescent current =
spec, which is six times higher than that of the ZR78L06C. So the =
ZR78L06C is a better part, but for the FP-U4 application, the 988 =
probably would work just fine.  Both are in TO-92 packages with =
identical pin-outs.  Maybe you could just tack solder it under the FP =
PCB, or cut off the ruined part leaving as much of the old leads =
sticking out from the PCB to which you could tack solder the temporary =
part.  That would make it easier to remove when you finally get the =
proper part.
