[Elecraft] EQP Rules updated

Just a note to readers that the Elecraft QSO Party rules have been
updated and published on the Elecraft web site home page.

Only a few trivial typos/omissions/inconsistencies are noted and are
being delt with by the 'EQP Committee' so no flames, please; the rules
are pretty well set.

Logging software is being developed and hopes that it will be available
for downloading, soon. Watch the Reflector and web site for instructions.

Thanks for your interest and I hope you will be participating in this
first ever EQP. Obviously, this event will be a good way to earn the
Elecraft W.A.S and C.C. certificates.
