I took several commercial and amateur license exams in the Detroit FCC
office in the mid to late 1960's. They permitted me to use a slide
rule but you had to have them check it in advance to ensure that there
were no electronic formulas on it.

He probably didn't have it checked in advance or perhaps it varied
from one examiner to another.
