[Elecraft] KAT100 Power Output

Someone recently stated that the KAT100 output would initially go to 20 watts 
when the tune button is pushed regardless of the output knob position and 
questioned whether this was normal or not.  A response was that this is 
normal.  To be correct, this is normal if the menu in ATU is set to AUTO.  
Otherwise, with ATU set to SWR (x.x-1) the output will initially go to where 
ever the output knob is set.
