Elecraft specs are conservative, generally.  Aside from heating, the 
accuracy may be worse for high frequencies (it is speced up to 225 mHz 
where the SWR may be as high as 1.3:1 -- I assume due to reactive effects)

And the spec is on power measurement, not resistance, and that involves 
the diode, too.
