[Elecraft] KSB2 module installation

Hi out there.  I am having a problem with the initial test after insertion of the KSB2 module for the K-2.  After switching to 40 meters and connecting the antenna and headset there is a substantial loss of signal strength.  I have done trouble shooting steps 1-4 and note only the following variations from listed voltages:

U1-21 is 0 instead of 5.8 volts.

U1-22 is 5.6 instead of 0 volts.

U2-5 is 5.9  instead of 0.6 volts.

D6, D7, D8 and D9 all measure 0 instead of the voltages listed.

Anyone have any ideas for further testing?  I have checked the U1 socket throughly for shorts/ bad connections and found none.
