Dave,
I certainly sounds like your bandpass filters are not properly aligned for
bands other than 40 meters.
There is no single component that I can think of that would cause behavior
like that. I trust you did do the Receiver Pre-alignment and the
Transmitter Alignment at the end of Alignment and Test, Part III in the
manual. If you did the transmitter alignment, how is the power out on the
other bands compared to 40 meters? 40 and 30 meters usually have the most
output, but all bands should be above 10 watts (usually at least 12 watts).
It is also possible, but not probable that you have a problem in the low
pass filters (but not likely to have the same problem with all bands except
40) - you can put you antenna on jumper W1 to bypass the LPF as a test - if
the signal improves with the antenna at W1, the LPF has a problem.

Just got into the RF board tests last night and find 40M is really HOT!
.....But all the other bands seem quite dead (background noise but no
signals).
I realize most of the other bands arn't open yet, but 40 and 80 were and 80
was dead compared with the signals from my other rig.
