Likely something in the TX final or driver stage.  Be sure to check the 
transformers for correct winding and installation..

If you set the power to, say, one Watt is the current reduced 
substantially reduced as it should be? If not you may have some 
oscillation.  I did originally (#380) and it was due to a part I had 
left out in the driver stage.
